Its scope extends beyond sprinkler heads; every component of a water-based system that could affect performance in a fire event falls under its requirements.
The standard exists because a fire sprinkler system that has never been properly inspected or tested will not reliably perform when it is needed most. NFPA 25 was designed to close that gap by mandating a structured, frequency-based inspection and testing regimen that keeps systems at full operational readiness. For New York City building owners, understanding NFPA 25 is not optional. It is a legal obligation under the NYC Fire Code, and FDNY enforcement means violations, fines, and potential liability for any owner who falls behind on required inspections.

How NYC Enforces NFPA 25

What NFPA 25 Inspectors Evaluate
It is a functional verification of the entire water-based fire protection system, and what inspectors evaluate differs by system type. Wet pipe systems, dry pipe systems, pre-action systems, and deluge systems each carry specific testing requirements under the standard.
Across all system types, inspectors examine the condition and positioning of every control valve, the integrity and legibility of hydraulic nameplates, the operational status of waterflow and supervisory alarm devices, the condition of sprinkler heads including spare heads and the correct wrench in the cabinet, the backflow preventer condition and test results, all pressure gauges and water supply readings, and the physical condition of exposed piping, hangers, braces, and fittings. For buildings with fire pumps, inspectors also verify pump operation, pressure performance, and controller function in accordance with NFPA 25 fire pump testing requirements. Any deficiency identified must be documented, reported to the building owner, and corrected within the timeframe required by the FDNY.
